Bhutan National ID links to Ethereum

Bhutan has integrated its National Digital Identity (NDI) platform with Ethereum mainnet, designed to harden data integrity, cut single-point risk and plug citizens into a wider ecosystem of verifiable credentials. The integration is live; full migration of resident credentials is targeted for Q1 2026.

Bhutan has been methodically iterating its stack: Hyperledger Indy (early rollout) → Polygon (Aug 2024) → Ethereum (Oct 2025). The move brings NDI onto the most widely used smart-contract network, opening cleaner interoperability for wallets, signing, and standards-based credentials used beyond Bhutan’s borders.

  • Verifiable credentials on Ethereum – NDI can issue credentials and support digital signatures anchored to Ethereum’s consensus, improving auditability for service providers that don’t control Bhutanese infrastructure.
  • Migration timeline – Integration is complete; bulk migration of citizen credentials is planned to finish by Q1 2026.
  • Population-scale SSI – Bhutan began enrolling citizens in 2023, when HRH The Gyalsey became the first digital citizen, and has since expanded issuance, one of the first national, population-scale deployments of self-sovereign identity.

World-first

At the Thimphu launch, Ethereum Foundation leadership framed the integration as aligned with open, user-controlled identity. Bhutan’s prime minister highlighted digital sovereignty and resilience as primary goals; EF’s Aya Miyaguchi pointed to a “world-first” national integration on Ethereum with migration completing in 2026.

Why Ethereum, after Polygon

Polygon improved cost and UX versus Bhutan’s original Indy deployment, but Ethereum offers the deepest liquidity of tooling, auditors, and credential standards work, useful if credentials must verify globally without bespoke bridges. Bhutan’s government tech updates over 2024–25 show steady NDI feature growth (wallet upgrades, public-sector credentialing), making a mainnet anchor a logical next step.

What’s next?

  • E-sign and e-gov services – Expect accelerated rollout of legally effective digital signatures and cross-agency credentials as NDI ties deeper into admin systems.
  • Pilots beyond government – Hackathons and developer programmes in 2025 suggest growing third-party apps that tap NDI proofs for education, health, and finance.
  • Governance and privacy – Implementation details around selective disclosure and zero-knowledge proofs will determine how “self-sovereign” the citizen experience feels in practice.

Macro crypto angle

Bhutan is already crypto-forward: it mines Bitcoin using hydro power and, as of mid-2025, ranked among the top state BTC holders with ~11,286 BTC tracked by BitBo’s treasury dataset. An Ethereum-anchored ID layer complements that posture by standardising trust primitives for citizen services and, potentially, regulated on-chain finance.
