D33 Economic Agenda: Dubai's economic plan running to 2033, announced in 2023, which aims to double the size of the emirate's economy. Its Cashless Strategy is the part that touches payments: a target of 90% of all financial transactions, across both government and private sectors, being digital by the end of 2026.
